Stronger support for children and carers welcomed in NSW Out-of-Home Care strategy

Sydney, Australia – The release of the NSW Out-of-Home Care Strategy provides an important opportunity to improve outcomes for children and young people growing up in care, and to better support the carers who make safe and stable homes possible.

We welcome the strategy’s focus on strengthening family-based care, expanding therapeutic supports and recognising carers as essential partners in the system. Supporting carers through improved financial assistance, training and practical resources will help ensure more children can grow up in nurturing environments where they feel secure and supported.

The commitment to keeping children connected to family, kin and community wherever it is safe to do so is also critical. Strong restoration pathways, culturally responsive services and investment in Aboriginal-led care can help children maintain identity, belonging and lifelong relationships – foundations that are closely linked to better wellbeing, education and life outcomes.

Renée Leigh, CEO of Adopt Change, operators of Carers for Kids NSW, said the strategy represents a positive step toward a more child-centred and sustainable care system.

“Children in care have the right to the same opportunities as any other child — to feel safe, to belong and to grow up surrounded by people who care about them. Carers make this possible every day,” Renée said.

“When carers are properly supported, children benefit. Investment in therapeutic services, stronger connections to family and culture and practical support for carers will help create more stability for children and strengthen the families who care for them.”

As implementation progresses, ongoing collaboration with children, young people and carers will be essential to ensure reforms translate into meaningful change in daily life.

Listening to lived experience will be key to transforming a system that delivers stability, quality care and long-term positive outcomes.
