Adopt Change welcomes long-overdue boost to foster and kinship carer allowance
Sydney, Australia – Adopt Change welcomes the NSW Government’s increased investment in the out-of-home care system, including the first rise to the base-level foster care allowance in 20 years. This is a necessary and important step in recognising the essential role that foster and kinship carers play in supporting vulnerable children.
This increase follows years of advocacy by Adopt Change, calling for stronger financial support for carers to ensure the role is supported and viable. While financial strain is not the sole reason carers step away from the system, it is a key factor – especially in the context of rising living costs and housing pressures. It also means more people may be in a position to consider opening their home.
Ongoing, regular reviews of the allowance are needed to ensure the allowance keeps pace with inflation and the real cost of raising children and young people. Adopt Change is recommending annual reviews, at a minimum in line with at least Consumer Price Index (CPI).
In our 2025 submissions to both the Independent Pricing and Regulatory Tribunal (IPART) and the Australian Institute of Family Studies (AIFS), we highlighted the need for regular, evidence-based adjustments to the care allowance. Read the submissions here.
Carers are the foundation of the out-of-home care system. They provide safety, consistency and care for children and young people who have experienced trauma. But the system must provide structured, reliable support to ensure that carers can continue in this role. Personal sacrifice cannot be the foundation of a sustainable care model.
In recent years, carers have faced added pressures – from the pandemic and natural disasters to economic instability – on top of the complexities of caring for children with high and diverse needs. Without adequate support, we risk placement breakdowns and poorer outcomes for children.
This investment marks positive progress, on the path to creating a more supportive experience for carer families . Every child needs a safe and stable home, and ensuring carers are properly supported is a direct investment in child wellbeing and in Australia’s future.
